I've simply used my peak meters and looked at the differences between the high peaks with the limiter switched on and off.
If I use a steady oscillator signal it does seem to reduce the signals by the same amount. With a more complex/peaky input it looks pretty clearly different when comparing the peak values. So, thinking, it's probably just (timing related) differences between the left and right signals. I'll check... yeah, seems fine if I make sure left & right are identical before panning. Case closed on that.
